This shell game that used to go on is one of the primary reasons that the complete streets movement has evolved, in reality there is no such thing as too early when planning any road project because complete streets needs of all road users are supposed to be considered throughout the project development process. NJ DOT project managers have been for the most part trying to adhere to this process. I haven't seen a major urban/suburban project recently that did not have at least some pedestrian elements.
